Progress is felt on the road: Dabeiba–Camparrusia, now just an 8-minute drive

7 July 2025
  • Through the ‘Obras por Impuestos’ mechanism, Grupo Argos, Grupo BIOS, Bancolombia, Microplast, Comercial Nutresa, Industrias Aliadas, SURA, Arquitectura y Concreto, and Alternativa de Moda allocated COP 18 billion for the construction of 4.1 kilometers of road in Dabeiba, Antioquia.
  • The travel time along the newly paved 4-kilometer stretch of the Dabeiba–Camparrusia road was reduced from 24 to just 8 minutes, thanks to the improvements that now allow vehicles to travel at 30 km/h instead of the previous 10 km/h.
  • This new road is part of the corridor connecting the district of Camparrusia with the municipal center of Dabeiba, a region historically affected by armed conflict that is now becoming a place of peace, reconciliation, and new opportunities.
  • This project marked the beginning of Mesa de Obras por Impuestos, an alliance led by Grupo Argos, Bancolombia, and Proantioquia aimed at sharing knowledge and supporting other companies interested in transforming territories through this mechanism.

Amid the mountains of western Antioquia, a new road is paving the way to connect dreams, communities, and opportunities. More than 4 kilometers of road now link the district of Camparrusia with the urban center of Dabeiba, transforming the lives of over 23,000 people who, for years, awaited a dignified connection to the rest of the department.

This project, made possible through the ‘Obras por Impuestos’ mechanism, is the result of a joint effort by nine companies from Antioquia that came together to build well-being: Grupo Argos through Cementos Argos, Grupo BIOS, Bancolombia, Microplast, Comercial Nutresa, Industrias Aliadas, SURA, Arquitectura y Concreto, and Alternativa de Moda.

With an investment of COP 18 billion and more than 160 jobs created, this road not only improves mobility but also opens access to basic services, employment, education, and productive development for hundreds of families. Moreover, thanks to efficiencies in project execution, led by Cementos Argos, and to the financial returns of the project’s autonomous trust, nearly COP 9 billion will be returned to the state, demonstrating that it is possible to carry out infrastructure projects with transparency, quality, and efficiency.

Before

After

“We are convinced that infrastructure not only connects roads, but also opportunities. This road represents hope for thousands of people in Dabeiba, as it improves their access to healthcare, education, and employment. The Obras por Impuestos mechanism allows us, as the private sector, to contribute to the development of territories that have experienced difficult times doing so with efficiency, integrity, and commitment. Seeing that we delivered a high-quality project on time and on budget fills us with pride and reaffirms that it is indeed possible to build a better country through collective action.”
María Camila Villegas, Executive Director of Grupo Argos Foundation

“When you have a demanding community, strong companies, and an innovative mechanism like ‘Obras por Impuestos’, we can develop projects like this one that bring progress and well-being to the people of Dabeiba. Through this mechanism, citizens know exactly where their taxes go. Farmers need roads, security, and access to basic public services, and our people here are solving all of those needs. Thank you to the taxpayers who support these initiatives.”
Andrés Julián Rendón Cardona, Governor of Antioquia

This project marks a turning point for Dabeiba, a municipality historically affected by violence, but today full of reconciliation initiatives. It also served as the starting point for the creation of the Mesa de Obras por Impuestos, led by Grupo Argos, Bancolombia, and Proantioquia, aimed at sharing knowledge and supporting other companies interested in bringing real infrastructure to the territories that need it most.

And this is just the beginning. Grupo Argos companies will continue to be present in the region with new road segments and bridges, totaling more than 8 kilometers of infrastructure and an investment of nearly COP 45 billion. That figure is almost nine times the municipality’s annual investment budget for similar projects.

Because when commitment joins forces with collective action, development stops being a promise and becomes a reality, built step by step, kilometer by kilometer.
