More than 23,000 people will benefit from the new Dabeiba – Camparrusia road thanks to the coordination of nine companies from Antioquia

  • Under the Works for Taxes mechanism, Grupo Argos, Grupo BIOS, Bancolombia, Microplast, Comercial Nutresa, Industrias Aliadas, SURA, Arquitectura y Concreto, and Alternativa de Moda allocated COP 18 billion for the construction of over 4 kilometers of road in Dabeiba, Antioquia. During the construction process, more than 160 direct and indirect jobs were created.
  • Thanks to the commitment of the business sector and the capabilities transferred through rigorous project management, more than 15% of the initial structured value will be returned to the DIAN. In addition, the financial returns on those resources—reinvested back to the State—represent nearly 33% of the project’s value. Altogether, this amounts to almost 50% of the total funds contributed by taxpayers through the Works for Taxes mechanism.
  • This project connects the district of Camparrusia with the municipal seat of Dabeiba (in western Antioquia), a municipality historically affected by violence and now a setting for peace and reconciliation initiatives.
  • This initiative marked the starting point for the creation of the Works for Taxes Roundtable, led by Grupo Argos, Bancolombia, and Proantioquia, with the aim of offering knowledge and support to other companies interested in executing projects under the Works for Taxes mechanism.

With the goal of contributing to the competitiveness of local territories and improving the quality of life for rural communities in the department, Grupo Argos, Grupo BIOS, Bancolombia, Microplast, Comercial Nutresa, Industrias Aliadas, SURA, Arquitectura y Concreto, and Alternativa de Moda inaugurated a new road connecting the district of Camparrusia with the municipal seat of Dabeiba, in Antioquia. This project benefits more than 23,000 people by improving connectivity and facilitating access to basic services, employment, and opportunities for productive and social development. In total, the project generated more than 160 direct and indirect jobs.

This high-impact economic and social project for western Antioquia was carried out under the Works for Taxes mechanism and involved the improvement of over 4 kilometers of road with an investment of COP 18 billion. Thanks to the capabilities transferred by Grupo Argos as the project manager, nearly 50% of the amount approved for its execution—through cost efficiencies and financial returns—can be returned to the State. This demonstrates how the private sector can contribute to development processes with efficiency, integrity, and accountability.

“We are fully convinced that infrastructure and housing are engines of well-being and development and enable the opportunities that Colombians hope and long for in all regions. The delivery of this road not only improves connectivity, but also represents a chance to transform the lives of those who live in this region. The Works for Taxes mechanism is extraordinary in every way, and the transformation it can bring to Colombia—and particularly to the areas that most need these projects—is immense. Seeing this project completed with all quality specifications, on time and on budget, and with a return to the State of nearly 50% of the approved value through execution efficiencies and financial gains, is a source of great pride and reaffirms our commitment to the country’s comprehensive development.”

The Works for Taxes mechanism allows companies in Colombia to invest part of their income tax in projects that positively transform areas most affected by the country’s armed conflict.

More Connectivity for Dabeiba

Grupo Argos’ presence in the territory includes the development of three projects in partnership with other private organizations: an additional road segment beyond the one delivered to the community and a bridge. Altogether, these works represent over eight kilometers of road and an investment of nearly COP 45 billion—an amount equivalent to almost nine times the municipality’s annual investment budget. Moreover, they will facilitate the region’s integration into the fourth-generation road infrastructure being developed between western Antioquia and the Urabá region.

This initiative stems from a collaborative model that brings together the efforts of various stakeholders to structure, design, and execute projects with tangible impact in rural areas affected by violence. Since 2021, Grupo Argos, Bancolombia, and Proantioquia have led the Works for Taxes Roundtable in Antioquia, offering knowledge and support so that other companies can allocate part of their income tax to infrastructure projects that bring meaningful transformation to the regions most affected by the armed conflict in Colombia.

Finally, it is worth noting that because the private sector assumes responsibility for the project’s final delivery, it ensures compliance with the established schedule, adherence to the defined budget (including efficiencies), and the quality of the works executed.
